Comments Sir, Please find the following anomalies according to me and if necessary steps could be taken to rectify it before final approval. 1. THE NEW NPA WILL BE THE LESSER THAN THE EFFECTIVE PRESENT NPA. e.g. I am a doctor of MOHFW and if 125% DA will be effective from Jan 2016 then the following could be happen: PB 21330, GP 6600, NPA 6983 HRA 6983 (RESIDING IN Y CITY) DA 43641, TA = (3200+DA) i.e. 3200+3200*125%= 7200 According to reccomendation of 7th CPC BASIC (21330+6600) X 2.57 = 71780 i.e. 71800, NPA 14360, HRA 11488, DA 0, TA 7200. I am drawing your attention that inspite of including DA component the TA is unchanged and given the same 7200 amount as per reccomendation. but, lets look after the NPA. PRESENT NPA benefit is 6983 + (6983*125% = 8729) = 15712. But according to 7th CPC NPA will be simply 14360. i.e lesser than the present one. 2. DA COMPONENT OF NPA HAS NOT BEEN NEUTRALIZED: In other way if I represent then, the 7th CPC said that 2.25 factor has been neutralised and 2.57 fitment factor will be applicable across all hence resulting in 14.29% increase in Basic. But here the doctors are not getting 14.29% but almost NIL. Example: My case: According to present: (DA @ 125%): PB 21330+ GP 6600+ DA 43641 = 71571 (fitment factor is 2.25) But according to 7th CPC: BASIC (21330+6600) X 2.57 = 71780 i.e. 71800 with 2.57 fitment factor. So the increase is of (71800-71571)= Rs 229. i.e. mere 229/71571x100 =0.32% You can see here that the difference between old and new is mere 0.3%, which should be 14.29% according to 7th CPC. 3. A person newly joined in Group A (doctor) with higher GP (5400) will be getting lesser HRA than a senior Group C (Pharmacist) with lesser GP (4200) staff according to 7th CPC. At present still Gr A officer getting somewhat higher HRA than Gr C in the same case. 4. According to constitution the NPA is a part of BASIC and should be included for all purpose for calculation of salary including HRA. Thanks. Dr. C K Hazra.
